I ran into a problem that might be this one, and I just wanted to add that (counterintuitively at first) Mojave will NOT install on 19,1 unless you have a Mojave installer that is installing 14.4.4 or later.
It makes sense after the fact, when you realize the the board ID did not exist (or at least was not ready) when the Mojave install was first released.
So the upshot is make sure you have a newer Mojave installer that can actually handle 19,1, or just punt and set your board ID to something slightly less new, like 18,3.
(Also note that you can get things to boot with the -no_compat_check boot flag, but the installer is going to check again after boot, so that's a sufficient solution for booting but not for installing.)
