Try this - Mount the EFI Partition of your drive and open the config.plist with Clover Configurator and Insert 1920x1080 value and save, Repair Permissions and reboot to see if the change in Screen Resolution has taken effect.

Hi, I had the same problem when upgraded to 10.15.3. No luck finding a solution back then, and switch back to 10.15.2 like you.
A couple of days ago I decided to give 10.15.4 a try to see if the problem was solved. The answer was, no, but after two days wasted traying EDID modifications I was about to give up. But just by google luck I found this:

In summary you have to edit /var/db/.com.apple.iokit.graphics file. It is where overscan/under scan settings are saved. In my case one of the "pscn" keys was set to 7500, that is below the default 10000 and underscanned the monitor.
In catalina to edit a file you have to do it in recovery mode.
