Supermicro X10SL7-F help

I have a Supermicro X10SL7-F and would like to install Catalina or Big Sur. It has a Xenon E3-1241v3 CPU.

Probably would get a Radeon 580 for it.

Will this motherboard work for a build?

Most likely, but you're also most likely to be the first and only one trying with this old motherboard.
My advice is to prepare an EFI with the debug version of OpenCore, set Misc>Debug>SysReport=true and Target=67. The rest according to Dortania's guide for Haswell. Then, review the log and the ACPI dump (DSDT, SSDT and OEM files) and prepare SSDTs accordingly.

For fun, you may even try using the BMC as video output! That will certainly be enough to follow the first attempt, whose main purpose is to dump the ACPI tables. Extra bonus if you do boot and arrive at the OS X desktop on VGA!!!
