I followed your advice and bought what you said. but the problem persists, the computer does not sleep

It's been several months so please refresh our memory on the following:
  • Briefly describe the problem
  • Does it happen with Apple Magic Mouse and/or Trackpad?
  • Does it happen with Logitech Keyboard and Logitech Mouse (with Apple Mouse and Apple Trackpad both turned off)?
  • Does it happen if the WiFi/BT card is physically removed?
  • What other USB devices are connected to the system?
    • What devices are connected to the internal USB 2.0 headers on motherboard?
    • What devices are connected to USB ports on the rear IO panel or on the computer case?
 

Disable "Allow Bluetooth devices to wake this computer" and try again please

I disconnected f_usb, and computer sleep
 
No sleep (, disconnected f_usb and computer sleep ok
As I can see your f_usb port dispatches 2 outputs:
1 for Bluetooth card
and the other one is the device which probably causes the sleep issue

Please connect ONLY Bluetooth to f_usb and try again

Spliter (one f_usb to two f_usb) cooler CPU rgb control, and case rgb control

Some of these devices are known to cause sleep problems in macOS. You haven't stated the makes/models of these devices so all I can suggest it to connect Bluetooth (which provides a function) and disconnect RGB (which provides a fashion).
