Still waiting on Root Device

So I was following TechFire's dual boot Mac and Windows tutorial, and while installing OS X El Capitan, I stumbled across the error: Still waiting on Root Device

It will then say something like Backtrace xxxxxxxxxxx xxxxxxx xxxxxxx, and then go back to the root device thing. Any help appreciated. Thanks!

Specs:
I5 6400
8gb ram(2x 4gb)
Asus Strix rx 470
Msi h110m gaming
1tb HDD.

Profiles need to contain at least your primary system to assist others with helping you.

Still waiting for root device means it can't find the USB drive to boot from it. Try the USB drive in different ports.

I have tried every single USB port. It still won't work.
