Your kextcache output clearly indicates IntelGraphicsFixup.kext is not installed.
    Neither is CoreDisplayFixup.kext.
And you cannot use IntelGraphicsDVMTFixup.kext with the Surface (it conflicts with the minStolenSize patch)

I still have plenty problems left... First PM management. I looked at the guide for it and the ssdtprgen was made from Yosemite, does it still work on High Sierra?

This topic is specific to "graphics acceleration".
Other topics are off-topic for this thread.

But CPU PM is already working due to SSDT-PluginType1.aml in ACPI/patched.

But yes, your ACPI configuration could use a lot of cleanup...

Why would the minstolensize patch work but the patched framebuffer (alternative to minstolensize) not? Alternate patch boots to black screen with backlight on.

I think your resolution is likely too much for 32mb DVMT-prealloc.
So... you need larger framebuffer/cursor bytes sizes, which require larger DVMT-prealloc... such as the 64mb assumed by unpatched kexts... but that you don't have.
So... you take your chances with the minStolenSize patch, even though you know DVMT-prealloc is set to an inadequate setting.
