I discover that it is possible to revert a 10.13.x boot SSD volume from APFS to HFS+ format WITHOUT clean install even if TimeMachine backup was made from APFS formatted boot disk.

1. under HS 10.13.x and APFS SSD formated boot volume, make a TimeMachine backup of boot volume
2. make as always a backup of the EFI folder of your this boot volume.
3. boot on a external or flash disk recovery partition made from a 10.12.x Sierra system (very important) (i used 10.12.6)
4. reformat the SSD with "HFS+ journalised" with the disk utiity tool of the recovery partition
5. stay into recovery tool and run a TimeMachine restore from your backup made at point #1
6. restore your EFI folder on EFI partition.
7. That's it.

With this method, boot volume format doesn't change.
If you do the same under a 10.13 recovery partition, TimeMachine 10.13 converts your SSD to APFS again.
