I'm having trouble booting into the MacOS Mojave installer. I fallowed the guide HERE for laptop installation and used the premade config_HD615_620_630_640_650.plist.

You're not using the config.plist you claim to be using (you're using the _spoof version).
Try using non-spoof plist.

Try with invalid ig-platform-id (0x12345678).
Also, be patient. Booting the installer from USB is not quick.

Try with cpus=1 or with VoodooTSCSync.kext.
