Try this edited version of your config.plist :

This P1LGR1M plist save my life!
I used to make some adjustments on my own config.plist

My Setup:

ASUS B360M-Plus
i5.8600
16 GB 2400 MHz DDR4
IntelGraphics UHD630
macOS High Sierra 10.13.6

[ACPI]
*Mark 'FixShutDown'
*Remove 'Halt Enabler' and closest options
*Mark only 'FixHeaders'
*Add Signature 'MATS' on Drop Tables window
*Mark 'PluginType' on Generate Options

[BOOT]
*Arguments (-v dart=0 -no_compact_check darkwake=0)
*Removed all other options
*Mark 'NeverHibernate'
*Mark 'Debug'

I am also unable to get my Hackintosh to shutdown or reboot. It was working fine until I updated to 10.13.6
CPU-Intel i7-8700k
Motherboard-Asus PrimeZ390-A
Ram-GSkill 64GB 3200 DDR4
MacOS High Sierra 10.13.6
