Ok:
I thought it was a cheap power supply so I replaced the generic power supply with a Corsair cx 600 watt gold 80... to my dismay the noisy crackling audio remained. But today I found the problem and I'll bet you won't believe it....
I disconnected the case fan and everything cleared up. Next I'll try a different case fan here's hoppin'
