Sleep not working - reboots - Mojave on Dell OptiMac - 9020 MT

I have installed a fresh copy of Mojave on a Dell OptiMac - 9020 MT using the guide The 4K Dell OptiMac - 9020 MT - Core i7-4790 - Radeon RX 570 - LG 4K IPS Monitor | tonymacx86.com

the only thing I DID NOT do during installation as suggested was to disable hibernation sleep using:

sudo pmset -a hibernatemode 0
sudo rm /var/vm/sleepimage
sudo mkdir /var/vm/sleepimage
udo pmset -a standby 0
sudo pmset -a autopoweroff 0

(as my previous attempt to install on this build had a similar sleep problem and I thought I would try without disabling)

so when I select sleep from the apple menu, the machine seems like it goes to sleep (power button blinks continuously but otherwise system shuts down) but upon pressing keyboard the system does a hard reboot.

I tried deleting powermanagement files without any change. as shown in https://www.tonymacx86.com/threads/solved-sleep-shutdown.260947/post-1814160
