Same issue here, leading to panic reboot: "IOSCSIPeripheralDeviceType05::setPowerState(0xffffff8091f2a420 : 0xffffff7f8679918a, 1 -> 4) timed out after 100829.

The reboot occurs suddently after 15..20 minutes startup time. It occured first with Catalina, not with Sierra and Mojave.

It is related to the optical drive and it seems to me that the reboot happens after the power management tried to put SATA drives into power saving mode. I noticed that "Put the hard disk(s) to sleep when possible" has in impact, but need to test it.

There is no need to unplug the optical drive as long as you can do without power saving. Since I have disabled power saving there are no reboots anymore.

By the way. I noticed also on Sierra 10.13.6 these timeouts after setPowerState calls:

But on Sierra these timeouts don't lead to a reboot.

I guess that there are some incompatibilities regading the supported power states. My optical drive is a HP DVDRW DU8A6SH.

It would be nice if someone, who has an optical drive and NO restarts with Catalina, would leave a message here with the optical drive which you are using.

How do you disable power savings mode in Catalina? I have tried to uncheck "Put hard disks to sleep when possible" knowing that my optical drive uses the same interface as my other drives, and the issue persists. In addition, a brief research couldn't provide me with a command in terminal I can use.

I simply enabled "Prevent computer from sleeping automatically when display is off" and disabled "Put hard disks to sleep when possible". The first point is the important. If the second is additionally needed, I still have to observe.

That is exactly how I had these settings and my computer was still throwing kernel panics, sometimes hours after system startup.

I looked up everywhere as well. My assumption is that due to the new nature of this issue is why there is no clear solution present online yet. My optical drive is the OptiPlex 5050 OEM DVD drive.

Yes, I just installed it. I am not sure if "All Thread Frequency" does hyperthreading, but everything else seems to be ok. Why do you ask?
Catalina was on over night, now running more than 11 hours, and I just use it. It seems to work with my hardware and optical drive when setting to "Prevent computer from sleeping automatically when display is off"/"Put hard disks to sleep when possible". But I will continue observing it.

Edit: So finally I exchanged the optical drive and since then no problem anymore with Catalina. It is definitely a compatibility issue. To those who ran also into this problem and don't want to unplug or exchange their optical drive: simply enable "Prevent computer from sleeping automatically when display is off" and disable "Put hard disks to sleep when possible".
