Desktop HD4600 requirements:
- config.plist/Graphics/Inject/Intel=true
- config.plist/Graphics/ig-platform-id=0x0d220003
- config.plist/Devices/FakeID/IntelGFX=0
- BIOS DVMT-prealloc 64mb
- digital connection to your monitor (VGA not supported)
- VT-d disabled or use dart=0

WhateverGreen.kext + Lilu.kext also help fix a few issues...

Worked for me. Thank you! :)
Had a High Sierra build working for 2+ years with nVidia GTX 1050 Ti. Finally decided to upgrade to Mojave. Uninstalled CUDA, removed nVidia Web Drivers then phisically removed GPU. Onboard graphics worked natively, though it showed the same error as mentioned on original post.

Followed your steps but didn't install WhateverGreen + Lilu yet. Upgraded to Mojave directly from App Store (link: https://apps.apple.com/us/app/macos-mojave/id1398502828?ls=1&mt=12). I think it's running smoothly.

HD4600 does not require FakeID.
0xa260006 is for laptops. Desktops use 0x0d220003.
No need for patched AppleGraphicsControl.kext.
Nvidia + Intel graphics: Intel must be primary
-ncpi does nothing and you don't need ncpi either.

This just worked great for me... Thanks a lot
