The 11.2.3 thing implies to me that you are already on Big Sur.
No idea what's going on.

A click on software update takes me to the system prefs again.

Go to Library/Updates and delete everything in there. It should show up then.

That did it!
I deleted the files in that folder.
Got a kernel panic though, but after reboot, I saw "another update is available"

But at least I can see the update and probably load it.
