Apple has finally released standalone updaters for the Mojave and Catalina Security Updates :
Catalina 2021-001 Security Update
Mojave 2021-001 Security Update
Mojave 2021-002 Security Update
Catalina 10.15.7 Supplemental Update

Note that the Catalina Supplemental Update is still labelled "2021-001 Security Update" on the Apple Support Download site.

I would say there will be no great confusion if Apple just called it "Catalina 2021-002 Security Update" instead of Supplemental Update. It is Apple which contributes to this unnecessary confusion.

Backed up with Carbon Copy Cloner.
Downloaded, Installed the Security Update.
3 Reboots: Insured the drive with "install" in the name was selected each time in clover until it was no longer an option.

Even editors on Wikipedia were confused by Apple that I had to fix.

Supplemental Update that came just after Catalina 2021-001 security update seems to have installed smoothly.

I used the standalone updates (Mojave 2021-002 / Catalina 10.15.7 Supplemental (actually supplemental to 2021-001)) to install on my Mojave 10.14.6 and Catalina 10.15.7 installations. No apparent issues so far. Installed onto a test disk using my third system and then cloned the installations back to my main system using SuperDuper. I use Clover 4920 for Mojave and Clover 5119 for Catalina.

Run the updater on Mojave / Catalina and reboot when requested. When the Clover screen appears choose the option with "MacOS Install". May need to do it more than once.

The Mojave 2021-002 Security Update includes the contents of and supersedes the 2021-001 update. So there was no need to install 2021-001 before 2021-002.

Likewise, the Catalina "10.15.7 Supplemental Update" includes the contents of and supersedes the 2021-001 update. No need to install 2021-001 before the supplemental update.
