As Big Sur does not support RX 6900XT now, so the best solution is using RX 6900XT in bootcamp, and using MPX card in Big Sur.

Does apple give Vega II duo driver for Windows10 (via bootcamp)?

Yes, I did.

But as 3Dmark can only test one GPU at a time, the score can represent only half of the performance of Vega II Duo.

Also the Duo has better performance in Metal than OpenCL, says 30% more.

My experience is if Duo is 100% in performance, the 6900XT is around 80%.

But 6900XT has better performance in gaming.
