I have better FCPX speeds with both enabled.
Does FCPX crash with the current settings?
Is the CPU at 0.8 Ghz idle?
No, it doesn't crash when using iGPU to handle acceleration, in fact, I was using iGPU with 18,3 only before 10.14.5.
FCP crashes when I use RX580 only with imacpro1,1. On top of that it only crashes when you work with h.264 file, prores works fine.
And no, it's not going down to 0.8, stays around 1.2-1.3 Ghz. I think to get it down to 0.8 I'll have to edit frequency vectors which is way above my skill set.

Stick with iMac 18.3, that's fits your build, real iMac 18.3 has your Hardware.

Its using both your GPUS not only your IGPU, if you do a test IGPU only VS IGPU + DGPU enabled you'll see better speeds.

Lets try to use the plugin type and remove other things there. Made a few changes to your DriversUEFI64 folder, best for MSI motherboards.

Replace the EFI folder then go to Library/Preferences and delete 2 files related to power management, like in the picture, then reboot. Test 0.8 CPU idle and crash after sleep.

Your ssdt-PM.aml seems to be incorrect, frequency vector table length must be 7668 bytes, file size round 15~16K, try attached ssdt sample, frequency vector curve offset at 3900 MHz, idle frequency should steady at 800 MHz, should work for HSW/SKL/KBL up to 4300 MHz, need restore CPUFriend.

Edit: idle frequency result should like below

Thanks a lot for your help. Greatly appreciate it. :)
I get that iMac 18,3 is a better option and I'll ultimately go with that only but I'd still like to know why the FCP crash is happening.
I've tried just about every single possible configuration, including changing shikigva values, iGPU on/off, WEG on/off etc.
It seems it has something to do with VRAM as the problem only occurs when VRAM gets full. I even tried removing AGPM kext and same result.
I wonder now if it is a bug in OS itself.

My machine doesn't require AppleRTC patch, OsxAptioFix2Drv-free2000.efi and emuvariableuefi-64.efi since I disabled CFG lock in BIOS. Should I use them still?

Thank you very much! Do I use it directly or copy vector info from it and place it in my SSDT?

All MSI motherboards require OsXAptioFix2Drv-free2000.efi and emuvariable64.efi, mine too.

You can enable CPU native power management just by checking plugin type in clover or with vectors edit.

Direct replace, from 10.12.x and up, do not drop any ACPI ssdt-PM table/sub-tables, OS read PM ssdt table/sub-tables correctly on HSW/SKL/KBL…mobos, for SKL CPU and up, no longer need ssdtprgen.

All MSI motherboards require OsXAptioFix2Drv-free2000.efi and emuvariable64.efi, mine too.
I do not have MSI 300 series mobo, not sure, but for MSI 100 or 200 series mobos, seems to be not, just use AptioMemoryFix-64.efi, OK.

Seems to be good but may not the best.

For maximum power saving, on MSI mobos, I prefer to use HWPEnabler (patched by Headkaze) for CPU PM, excellent HWP support from ACPI HWP ssdt sub-table.
