Yes, this is a well-known new problem with Mojave.

Easiest resolution is to install the latest NoVPAJpeg.kext which is a Lilu plug-in There are others.

Preview uses IQS (Intel Quick Sync) which is executed on the IGPU, make sure you enable your IGPU, set the dGPU to primary and configure IGPU as headless ... See the 'Headless' section of this guide for more information :-

The solution suggested by @UtterDisbelief is more of a workaround that disables the IQS features in Macos so jpeg preview and H264 encode/decode will be done in software rather than using the IGPU hardware.
