Premiere Pro CS4 Editing - Sequence Monitor Choppy - GPU?

I'm editing some videos in Premiere Pro CS4 and the Program Monitor window where I can monitor the sequence as I'm editing is choppy. Every once in a while the video hangs while the sequence is playing (audio is continuous). It's not terrible, and it's certainly better than my 2011 MBP, which doesn't even load the sequence immediately, but I'm wondering what I can do to make it smoother.

Would a dedicated GPU help out in this area, or would maxxing out my RAM to 32GB go farther toward that end?

If it's a GPU that I need, any suggestions on what's going to improve this over the intel integrated graphics (I'm looking at the sub-$200 budget... maybe a EVGA GTX 950)? Would an even more modest GPU (sub-$100) be an improvement over the integrated HD4600?

I really know nothing about video cards, though, don't care much about rendering times and do no gaming at all. Thanks
