I am upgrading from a Mac Pro 3,1 tower to my newly built Hackintosh. Can I use my pre-existing OSX installation in my new build? Just move the hard drive between the two towers, or even clone my current boot drive onto a new drive and just put it in and boot it up? I know I have to modify the BIOS, but after that, do I really need to install from scratch?

I would create a backup from Time Machine and then you can do a restore from back up on the fresh install.

Follow that by using MultiBeast to apply post-installation options.

Well, you can always install the MultiBeast files onto your Mac drive and transfer over without doing a backup. You'll need to install the right files for your PC.

Just in case, you can use Time Machine, do a fresh install, and then restore from a back up once you reach the setup screen.
