This is a coffee lake i7 chip used on High Sierra macOS, but however I cannot get power management done. Is it possible to do it?

Use the gen_debug.sh tool mentioned in the FAQ, that way it is less likely you'll omit something.
This time I tried native power management guide using Experimental technique: XCPM only first and then the Custom SSDT.aml using ssdtPRGen.sh. Over here I also attached the Testing PM result for you to check. The reason I believe PM is not working is because the cpu temp is constantly at 70c and the fan is running at full speed and the frequency is mostly around 3.7GHz when I just booted up the laptop.You will need to provide details on what you mean by "did not work".
