Power Management i7-8550u Inspiron 7370

This is a coffee lake i7 chip used on High Sierra macOS, but however I cannot get power management done. Is it possible to do it?

I tried the background info guide and did not work. I got most of the things work on my laptop. Do I need to follow the entire guide from the first link? Thanks
You will need to provide details on what you mean by "did not work".
And "problem reporting" files as per FAQ.

No "Problem Reporting" files attached.
Read FAQ, "Problem Reporting" again. Carefully. Attach all requested files/output.

Use the gen_debug.sh tool mentioned in the FAQ, that way it is less likely you'll omit something.

This time I tried native power management guide using Experimental technique: XCPM only first and then the Custom SSDT.aml using ssdtPRGen.sh. Over here I also attached the Testing PM result for you to check. The reason I believe PM is not working is because the cpu temp is constantly at 70c and the fan is running at full speed and the frequency is mostly around 3.7GHz when I just booted up the laptop.
