So root cause found - I have downgraded BIOS from F11 to F10 (first official i7 support regarding the CPU list) and now the values are OK (previously 3600/11900). In Windows even better - 5000 / 16000, on Mac see screenshot.

But one strange thing happened with this F10 BIOS - it sets core voltage on Auto too high (1.35-1.45 V). I have no OC, I don't know why it happens, but I think it should be somewhere around 1.15-1.2 V. Should I lower it manually to 1.2 V?

i seem to be having the same problem with similar scores on a similar build, mine also shows 3.99ghz, but i'm using a GA-Z87N-WIFI motherboard, i wonder if i should flash bios version F5, i'm on F6 right now and flashed from F4 to F6 skipping the middle one.
