Plugging out USB Device turms System on !!!

Dear Guys ,
My system is on Mac OS Sierra ... Z Z170 D3H Board and 6700 Processor . System works perfect ...
Except that after it has shut down , unplugging a USB device from any USB port turns the System back on .... !!!
Any suggestions / solutions ?
