Photos app stuck on "Updating items"

I've spend few days to find a solution for that, but I still can't do anything about this.
I've moved from Sierra into High Sierra 10.13.5 (17F77) and have a problem with syncing photos. I've created a new photo library on my second HDD and changed settings to get all my photos from iCloud but photos app gets only shared albums.
I've tried to reboot a PC, delete photo library, create it on system disk, delete com.apple.cloudphotosd, stop photo analysis and media analysis processes, close and open photos app and wait few days, but it still not working.
BTW - I've found purgeable space on my system partition. What could it be?
Do you have any ideas?

First it shows me "Updating..."

I have same problem on 10.13.6 (17G65) - no network activity. Force closed Photo agent process but not working at all.
 
I had a similar problem however I changed mine from
"Download Originals"
to
"Optimize Mac Storage"

Then after 10-20 mintues the updating finished and I saw all my photos.
 
POSSIBLE SOLUTION / QUICK FIX:
You are probably using a WiFi stick, right ? Try this:

1. Open photos app
2. Add ethernet cable from router to your Hackintosh
3. Remove WiFi stick from Hackintosh (simply unplug it)

The photos app should start to sync / download photos INSTANTLY :)
No idea why exactly, seems like the photos app doesn't like Wifi connections somehow.

that did trigger some cloudphotosd activity, which can be observed in the console app (filter for "Process" == "cloudphotosd")

My computer is far from the router, there is no way I can plug an ethernet cable on my Hackintosh :(

Is there any way to "trick" the system to accept the WiFi dongle?

Google Powerline ethernet over mains.
 
I had this problem, and couldn't find a solution for some time.
Going through the log files led me to deleting ~/library/Containers/com.apple.cloudphotosd.
this seemed to work so far.
 
For me I had a torrent client on. It would start downloading a few and then pause. Try quitting all applications and then starting again.
