cpu: Intel 2500K
gpu: GeForce GTX 1050 Ti
ram: Hyperx 16 GB
SSD: Kingston 120 gb A400
monitor: 2x dell U2312hm

Can I install Mojave or High Sierra on this configuration?

There are no Mojave drivers for your GTX 1050 Ti.

The GTX 1050 Ti is not supported in Mojave and the upcoming Catalina due to the lack of Nvidia web drivers.

You may be able to install and run MacOS High Sierra 10.13.6 though.

I can get from my friend SAPPHIRE RX 580, so I read that card is supported, what do you think about that card?

The Sapphire RX 580 Pulse is natively supported in MacOS High Sierra, Mojave and later. I am using it to run Sierra / High Sierra / Mojave on my main system.
