I have an old Mac (Mac Mini late 2010) that doesn't support Mojave,
iTunes account doesn't have any High Sierra or other versions of macOS in purchases list and it doesn't seems available for downloading.

What should i do?

Not much you can do other than upgrade to a newer model.

How even that macOS purchasing log even works?
You create an iTunes account once you purchased a Mac, signing in and it's recording the purchase on the first iTunes account it's been signed through this Mac, something like that?
