Edit: new kernel patch is needed. It fixed the issue

The kernel patches are for AMD Cpu.

For AMD builds only. If you're booting OpenCore 0.9.0 and getting stuck updating to Ventura 13.3, you will need to update your patches, shaneee released the new patches 3 weeks ago. There are now four algrey values to change. Link below.

Yep...got to remember to a) add the updated AMD patches (now 20 of 'em), and b) edit your CPU core numbers

I forget that second point every time (given the relative infrequency of the patch updates).

Have same problem with Mac OS Installer for Ventura 13.3
