Nvidia GTX 780ti (Kepler) overclocked, but not boosting up to full clock

My 780ti's GPU clock only goes as high as 1040MHz according to HWmonitor. On lower loads it will of course be less and it idles like it should, at 350MHz. I have an OC bios (watercooled card) which has the boost limit at 1300MHz and I have verified that it does hit 1300MHz in Windows and might drop down to 12xx here and there, but it does stay at the boost clock.
The base clock is now set at 1040MHz and if I try to increase it to 1060MHz by editing the bios it will show that in windows but not in macOS (still HWmonitor shows 1040MHz at full load) and this will also result in instability.

Is there some kind of limit for OpenGL clocks in Kepler -based cards? Or is it Apple's fault? I'm running 10.12.6 with Nvidia web drivers.
