My problem is solved. It seems to be mysql server causes the problem. I disabled the server in settings and restart/shutdown works now.
As I said before I have a working sierra installation and I investigated the differences between. Java-jdk and mysql were the suspects and mysql became guilty.

Can confirm - its MySQL (!!) - My system now does properly sleep/wake-up and shutdown.
Does anyone have a solution for this ?

Updating mysql is a solution but mysql still makes an effect, it slows down shutdown. So I made mysql manually started. By the way be careful, when updating mysql removed all my schemas..

Confirm. I disabled autostart also. Looks like OS can't kill MySQL process during shutdown.

No reboot here
GeForce 9500 GT 1024mb
GIGABYTE GA-Z170-HD3 - 16GB CORSAIR RAM ON 2 SLOTS
i5 6400 2,7 Ghz 14nm 6TH GEN SOCKET 1151

I guess the GPU could be the problem. By the NVIDIA Driver Manager panel I can change from "OS X Default Graphics Driver" to "WEB DRIVERS" and the panel itself make a reboot. But after reboot, I found "OS X Default Graphics Driver" selected again.

Edit: no MYSQL installed

I have to correct myself: Sleep works (takes 15secs) it powers down -- wake-up is fine
But no Shutdown/Reboot!

How did you get sleep to work. Shutdown and Reboot work fine for me but when it sleeps it won't wake. Screen stays black.
