I'll post the debug files later but anyone facing the same issue?
using the same clover files (and kexts that are installed to mac partition), 10.13 has no issue at all.

No "Problem Reporting" files attached.
Read FAQ, "Problem Reporting" again. Carefully. Attach all requested files/output.

Use the gen_debug.sh tool mentioned in the FAQ, that way it is less likely you'll omit something.

From where did you download macOS?
On what hardware did you create your USB installer?
I downloaded my os using a script found here:https://github.com/munki/macadmin-scripts but I think it ultimately retrived directly from mac app store. and then create installer usb using apple's createinstallmediatool that come with the downloaded app on this very laptop

the os was originally upgraded from 10.13

Download from Mac App Store. Borrow a Mac from someone you know if necessary.

if you are referring to the odd characters in the output file I provided, I think it's because I used iTerm2's session log function and all the colored font was also recorded.
(a simple > redirect doesn't seem to work )

after a little digging, I found a little trick that works: |& tee -a

does that mean I'll need to do a fresh install?
a lot of backups need to be done if that's the case
