no High Sierra drive on legacy clean install after restart

Hello,
I have an issue with installation and I would be grateful if someone could help me.
I did clean install - legacy option based on guide Install macOS High Sierra on Any Supported Intel-based PC
with option 9. (Prevent APFS file system- default to HFS), but when I restart and boot from USB again I can only see External option for installation (at point 12.) and no High Sierra drive to continue installation.
During installation I have no other drive connected.

Certain SATA controllers have issues with AppleAHCIPort v329 (eg ICH10, 5 series, 7 series, ASMedia 1061)
Disks may fail to initialize, not readable or hot plug may fail.

Did try to modify AppleAHCIPort with no success. Then I've tried clean install of El Capitan and came to the same issue - after osx installation and first restart, there is only 'External' (usb boot drive) option in Clover menu.
