No, still XCPM control, Haswell does not work with HWP,

Dear Sir,

It is not HWP, it is XCPM, just use same method to improve XCPM, I do not sure which instructions are for HWP which are for XCPM, just mixed possible settings from other plist.

machdep.xcpm.ratio_change_ratelimit_ns: 3000000

machdep.xcpm.io_cst_control_enabled: 1

machdep.xcpm.ring_boost_enabled: 1

machdep.xcpm.io_epp_boost_enabled: 1

Confirmed, above settings changed, see attached result, both are idling.

Looks like screenshot 2 sees power consumption spikes in line with frequency? What happens under load?

I can't see how it is an improvement over vanilla XCPM in terms of power management. Maybe it is the intel power gadget display.

My disagreement with you is your statement in post #328:
because Haswell CPU can work with SKL/KBL HWP (improved XCPM) enable method,

Your statement "Haswell CPU can work with...HWP" is just plain wrong.
Further discussion of Haswell CPUs in this thread is off-topic.
And it is just plain nonsense to imply Haswell CPUs can use HWP.

Intel power gadget reading should be correct, FakeSMC plugin not work with 10.13b2. It is hard to explain what improvement, for me is huge, for you may not, only can test by yourself.

Your png show, when load is apply, frequency near peak 3.6 GHz.

You can use any video player for test, a 1280x720 h264 clip playback, frequency should near peak level.

I see. Maybe your additional parameters are boosting the cache clock with the core frequencies, but it is hard to tell from power gadget.
 
I found something weird in 10.12.5 (2073), 10.12.6 beta3, KBLframebuffer seems to be not patchable by using Clover KextsToPatch
I had the same problem, but solved it with ForceKextsToLoad: (https://gist.github.com/adriaanm/836c6a74f77e92950f5a83de5c711b54#file-config-plist-L239)
