Network Connection is delay after starting machine

Hello,

My build is i7 3770k with GA-Z77N-WIFI motherboard. if I pull out network cable and reinsert then I need to restart the machine to get connected to internet. another issue is when starting the machine and after log into desktop when you open Safari it wont display I need to wait for couple of second and refresh it then it will connect and no problem afterwords.
what may be the reason and how can be resolved..any help appreaciated
