My computer (User Account) won't let me connect to iCloud

I just started having this issue. I have two separate account on my iMac and the one I use for work all the time has my iCloud account. It has been working well but just recently I have not been able to use any of the features (iMessage, Mail, Note, ETC). So I signed out of iCloud through the settings and tried to sign back in. It keeps saying that it cant contact iCloud at this time please try again later. So I tries to go to on the browser and it won't even connect to the website. It just says that the website is unavailable. So I tried google chrome browser on the same mac and I can connect their. I also tried logging into the other user to see if I could log into iCloud and I was successful in doing so. So its not a internet or cable problem because I can access any other website I want but if that user or safari browser try and connect to iCloud it wont let me. Can someone please help me out.
