My 13th CPU performance 28% lower on Mac

I recently build an i5-13600k with Z790 chipset. Following are overall CPU score by PassMark.

Win11 Pro: 33,898 (close to common score online)
Ventura 13.2.1: 24053

OC: 0.9.0, ProcessorType: 3841, ProductName: MacPro7,1 Intel Xeon W-3245M CPU @ 3.20 GHz
I can see correct CPU name and 20 logic cores on Ventura. Memory performance also lower than Windows.
Just wonder is this performance drop common on macOS?

I would not compare performance in Windows vs MacOs vs etc...

You should compare CPU performance with same system. (MacOS, CPU, Z790)

Why? Apple do not use i5-13600K CPU's why would they optimize that CPU?

Because some tested i9-13900 has similar perforance on Win and macOs. This could be a configuration issue, will try CpuTopologyRebuild later.
