Hi nikotel, what I did was:
Go to /System/Library/PreferencePanes and rename the Mouse.prefPreps file in Mouse.prefPreps_bk
Enter the file I have posted
Make a logoff/login

For me, it works

Problem fixed. I reformatted my HD and reinstalled Sierra.
I hope it stays that way!

Spoke too soon. Same problem again.
I migrated my old settings, apps and docs.
It must be that there is an incompatibility somewhere.

I reinstalled Sierra and did not import my old settings this time.
Initially the mouse and trackpad pref pane worked.
After a few restarts and configuring Clover (adding correct SN etc) both panes quit again.
(both panes quit before I configured Clover)
Something in my setup must be causing the problem.
I reformatted my HD and installed El Capitan, which was always trouble free for me.
I enclosed the log report for the mouse pref pane. Maybe someone can see what the problem was.

I was an early adapter to Sierra, installing it in the second week after it was announced. I had no problems with it until the last two updates.

Ok the problem seems to be apple, it is a bug in the translation, I have changed the language to english and it works.
and reboot.
