Mojave on asus z390-p and samsung evo 970

hi I'm trying to setup on my new m2 ssd
I'm have my usb stick with mojave
I'm done setup from usb by refi and its automatic restarting after setup, by the way its don't count 10 second for res bla bla.

And I'm booting after reboot from usb, and its don't let me to boot macOS from my HDD, but atleeast its says boot MacOS Installer on myHDD,
and when I click that button its. looks like setupping macos once again.

I'm looking to one expert who can help me,

Install involves several reboots. Just let it proceed until it does boot from the expected HDD/partition.

well I setupped right now but, I'had shutdown, restart problems.

apple restart or shutdown well but, computer energy don't let down or restart.
