Mojave not update 10.14.1

I have dell t3500 xeon w3550 nvidia 210 i have high sierra 10.12.6 and mojave 10.14.1 on the same hard disk intel ssd 160 3gb no boot loader on mojave it boot up from clover on high sierra every time i open app store to update to 10.14.4 no update i download 10.14.4 combo there is no system inside the dmg its 2.16 giaga size is this because the disk format is hfs+ not apfs

Your GT 210 is not Metal II capable which is a Mojave requirement for graphics. High Sierra works with a GT 210 but not Mojave. The 210 doesn't meet Metal II requirements. You could switch to a GT 710 which works with HS and Mojave. There is only the APFS option for the Mojave file system. It's possible to update and switch back to HFS+ but it's a lot of hoops to jump through after each update.

From Apple's official statement of graphics cards for use with the 2010-12 Mac Pro

These are the cards that support Metal and are compatible with macOS Mojave:
  • MSI Gaming Radeon RX 560 128-bit 4GB GDRR5
  • Sapphire Radeon PULSE RX 580 8GB GDDR5
  • Sapphire Radeon HD 7950 Mac Edition
  • Nvidia Quadro K5000 for Mac
  • Nvidia GeForce GTX 680 Mac Edition
Apple has also listed the following graphics cards that “might also be compatible” with macOS Mojave:
  • AMD Radeon RX 560
  • AMD Radeon RX 570
  • AMD Radeon RX 580
  • AMD Radeon Pro WX 7100
  • AMD Radeon RX Vega 56
  • AMD Radeon RX Vega 64
  • AMD Radeon Pro WX 9100
  • AMD Radeon Frontier Edition

yes in pci section 210 is recognized and fully acclerated
 
Look in System Report -> Hardware -> Graphics Displays
See what it says there about Metal 2 support. Post a screenshot here.

Here's my Asus GT 210 installed in the same computer. Shows there is no metal support. Mojave requires this or the card is considered unsupported by Apple. This is why I put my old 210 into retirement. It's not useful due to it's age. These were first introduced about 9 years ago. Get a Kepler V2 based card to replace or you could go with AMD RX560, any brand except for XFX.
