I think 750ti needs nVidia Web driver unlike GT740 or GT730 that do not require it.

No web drivers available for Mojave yet. If you have to use Mojave, (1) stick with this until Nvidia releases web drivers, or (2) replace your graphics card with one that supports Mojave.

It’s better than 7mb. Do you have any acceleration? Can you run any benches?

I have the same problem.
In the High Sierra the performance of the video card was worse than in Mojave.
For both systems I can not find the driver.

I followed the steps of the following video and for me this is the total memory of the video card, but it was in Mojave.

PS: it did not have graphic acceleration even the system having recognized all the memory of the board. The difference was that it appeared more resolutions of the video to change, now I'm using 1080p and before it was 1024x768.
