...and what does this new config should fix and/or improve? I think you should find a way to correct your MSR PKG POWER LIMIT setting...

I do not believe in a “partial XCPM” as you say. To me it (XCPM) either works or not. The fact that it may react differently, than what you expect, is another matter. It may as well be very simple, by wiping the Package Clamping Limitation #1/#2 i.e. bits 16 and 48 of MSR(0x610). You can do that by compiling AppleIntelInfo.kext yourself with a small addition on line 1250:

// Clearing bits.

I have also included ways to sets bits.
I had this problem too when i used my 5960X with manual parameters in bios, expecially core speed etc. When you change default config to overclock the cpu, AppleIntelInfo log about MSR power package limit will give always a wrong parameter like yours (and mine when i had that cpu)
I solved it without pathches but as piker suggested me too i put in Auto every bios parameters about overclocking and started changing at first core usage selecting "by core usage" option (i use Asus X99 Deluxe M.B.) and then changing value of single cores starting from a moderate OC (39) to a maximum of 43...i left in AUTO every other parameters so i got a real MSR PWR value, in my case it was 140W

My problem really is understanding the terminology the original post uses. For example, it states, "set Mac OS X installer." I am unsure as to what they mean in that statement. I realize that I am profoundly ignorant, but want to become skilled and proficient at all of this. I have had Mac os x on a previous computer I built, but not ever on the x99 platform.

So the first step is to create an USB stick installer with Sierra....follow this guide till step 3 to create sierra install usb pen with Unibeast, https://www.tonymacx86.com/threads/...ierra-on-any-supported-intel-based-pc.200564/ This is your first step.
