Losing Thunderbolt after a shutdown

I'm having a weird problem where Thunderbolt is completely disabled after starting up again after a shutdown. The temporary fix is restarting and everything seems to work again (TB HD's, Apollo Twin, etc.) It's as if there is no AIC installed, but when I restart everything's back to normal. And the problem doesn't appear to be happening in windows. I typically shutdown my hackintosh when I'm done using it, so it's bothersome to have to immediately restart it every time I turn it back on.

Hardware:
i7 8700k
AsRock Z370 Extreme4
16GB Corsair Dominator 3200
iGPU
AsRock Thunderbolt3 AIC
Stratech TB3 to TB2 adapter

BIOS Setting:
Thunderbolt (Enabled)
Security Level (No Security)
AR AIC Support (Enabled)
TBT Host Router (2 Port)

You need a DSDT fix on your Thunderbolt controller.

I'm not your guy for that, but you'll need to post a DSDT for it because it's not something Clover is going to have preset edits to fix. Essentially your board isn't turning off your device completely, else it would turn back on perfectly. If there are 5 stages of prep for TB from power button on to Clover screen and on shutdown your TB is taken back to step 2 (instead of step 1) then it will not initialise properly on boot and not be visible to macOS.

Out of idle curiosity is it working during sleep?
