When booting my laptop for the first time, the login resolution is scaled as per default.

Once logged in it changes to my personal scaling settings, which also reflects when returning to the login screen after sleep.

Is there any way to set the display scaling on the login screen displayed on initial boot?

You can try logging in as root, to see if you can change the setting for root.

You have to enable 'root' as a user from... get this... "Directory Utility" (Edit -> Enable Root User).

"Directory Utility" is launched from SysPrefs->Users & Groups, "Network Account Server: Join...", "Open Directory Utility". Or you can get there with Spotlight search.

Note: This is on Yosemite... haven't looked at 10.11. Probably similar if not the same...
 
Good solution, it worked for me on El Capitan.
 
Not working in Catalina.
