overclocking I7-2700K on MB z68xpud5

hi all,
i wonder why , after overclocking 4.5 ghz, the proc stay fix and doesn't move between x45 and x16 as i control it from app hwmonitor.
i trashed nullcpupower.kext and appleintelcpupowermanagement, cause my bench was bad (6100) and loked at x16.

my config:

ML 10.8.2
multibeast 5.1.3
CM: Gygabite Z68Xp-Ud5
Proc: I7 2700K
Saphhire Radeon HD 6870
RAM: Corsair 8*4g = 32G
SSD: Crucial M4 and Samsung serie 430

Bios settings:
All settings are Auto, i have just up the multiplier until x45.

settings in bios cpustate support (enabled)

I have an Asus Maximus Extreme-Z that is a Z68 chipset. To see 5 PStates I had to type in 42 into each of the four cores and not set it to Auto in the bios. If is is set to allow OS to adjust (Auto) it will only give me one pstate and it is 16.
