Installing on ASrock H170M PRO4 with Catalina, stuck on "Waiting on <dict ID="0"> when booting from USB.

First off, I wrote the guide on the ASRock H170 PRO4, 4 years ago.
Due to software moving on, I need to update to Catalina but can't get this mobo to boot the Catalina Install off the thumbdrive.

I always get ghostbuster symbol (no disk) and the error message:

Waiting on <dict ID="0"> ....... boot-uuid-media</string><dict>

Which means it can't find the boot media on the USB.

I've done the following after reading the forums.
1. Verified the USB stick works.
2. Ensured I was in a USB2 port and then tried all the other ports.
2. Injected all the kexts in clover

This setup works as a Hackintosh, I just want to reload to a new OS.

My thoughts on workarounds are:
1. Build a Catalina boot DVD or Blu-Ray.
2. Move the drive to another computer, do the install, then move the drive back.

If you have any better thoughts, please save me :)
