I have tried the flags: "-f -v -x GraphicsEnabler=Yes npci=0x2000 PCIRootUID=1 USBBusFix=Yes" and I get the error message: "Waiting on <dict ID="0"><key> IOProviderClass</key><String ID="1"></string><key>IOResourceMatch></key><String ID="2">boot-uuid-media</string></dict>" and then throws the "Still waiting for root device" error. I used GraphicsEnabler=Yes because my computer has an nVidia GeForce 9300 256MB. I have tried using a USB 2.0 drive (this computer doesn't support USB 3.0) and changing ports.

Specs:
Intel Core 2 Duo
nVidia GeForce 9300 256MB
4GB DDR2-800

EDIT: I attached a photo of the screen I get:

"Still waiting for root device".
When installing this means that your USB flash drive cannot be found.
This is usually because the flash drive is in a USB3 port.
If this is the case move it to a USB2 port, if it is already in a USB2 port move it to another and try again.
Repeat until you have tried all USB ports.
Use a USB2 flash drive.
If it still doesn't work you could try another flash drive.
You might also try enabling Legacy on your USB3 ports in your BIOS settings.
If you only have USB3 ports try with your USB flash drive in a USB2 hub.

My computer (Dell Studio One 1909) only supports USB 2.0 and I have already tried that.

EDIT: I also have tried different flash drives.

Check the manufacturer of your USB controller(s), if it is not Intel then you may well need an additional kext to enable them.

How would I check?

Really ?
Google is good at finding things.
Your manual.
The manufacturer's website.
Look in Windows.
If all else fails have a look at the chips.

It's an All-in-one Dell Studio One 1909, they don't say who made the USB Controller.

I am not going to research it for you, I don't need to know.
The Hackintosh is not a right, it must be earned.
