imessage help, already tried the idiots guides

I appreciate any help you can give me, i dont usually post asking for help because everyone how-to's are usually so helpful.

I have a Asus M15ac with a i7-4770 cpu and 24 gb ram.
AMD r9 290
120gb SSD
Mojave, i haven't upgraded to catalina or big cause Mojave works well on this old machine and the bios is older and i figured it would be a pain to get it working.

Now my original install imessage works for my account, I put in a new SSD and reinstalled, copied the EFI folder, then setup my son an account so I could hand the computer off to him (I'm finally upgrading to an Gigabyte board with an NVME drive and an i7-9700).

Well icloud, Apps store work, but when he signs into the iMessage it gives the call customer service error.
Then I followed all of the how-to's for fixing it with no resolution.

I put my drive back in created a user for him, had him sign in same issue.

One thing I noticed is that at least once, when he signed into icloud. come of my email accounts appeared showing inactive..

I'm not sure where to go here.
iMessage works on his older mac book air.
