If it's of any help. I've got a BCM94360CD installed in a Big Sur test system without any BCM Fixup kexts. Works with no problems. It's not a Fenvi branded card. I simply bought it on Ebay and installed it into a PCIe x1 adapter. It may be a genuine card from Apple but not certain of that. BS version is 11.2

I don't see "Wake on Wireless - Supported" in the OP's and the status says "Off." Why would that be ?

Good question. Maybe try turning it on in another OS.
The OP reports that it will not turn on in macOS.

clicking on Turn Wi-Fi On, just loops red to yellow 3 times for a few seconds, then goes to red again.
 
never mind, it was Wake on Lan Enable, and it is enabled.

I haven't been following this thread closely. What SMBIOS is the OP using on the X299 system ? That may also make a difference. I'm using iMac 15,1 which has a similar Broadcom Wifi/BT card installed. It's always worked OOB no matter what version of macOS is installed.
 
What happens with the card in Windows 10 once the drivers from the Fenvi website for Win10 are installed ?
