iCloud Drive does not work on Sierra. iMessage and App Store work fine.

Hello. My iCloud Drive does not work. Whatever I move to the iCloud Drive does not upload to iCloud and vice versa.
It just shows the little arrow, like it needs to be uploaded.
Also iMessage work fine and App Store woks too.
I made a lot of hacks but never had this problem. This one is on X99 (first time) can it be somehow connected to the fact, it is x99? Thank you for any help.

I have the same problem. When I activate Desktop & Documents Folders in System Preferences/iCloud/iCloud Drive/Options it says Setting up... but nothing happens.

Update...

I created another account and signed into iCloud and it looks like everything is downloading properly. I had restored my account from a Time Machine backup, so maybe there was some cruft that caused conflicts.

Update 2...

I had to reinstall Clover and the problem is back again
