I can't install some programs on Mojave

I can't install the XQuartz-2.7.11 on Mojave 10.14.2, option to continue under Destination Select is grey out. Any idea why? Allow apps downloaded from: set to anywhere

I have the same case with other programs, for example Microsoft Office 2016

I think you should accept the license terms before so go to the vertical bar and scroll it down.

Looks like something is seriously wrong with your installation then.
Suggest you start again and reinstall from scratch.
